The International Telecommunication Union (ITU) with funding support from the Department of Infrastructure, Transport, Regional Development, Communications and Arts (DITRDCA) of Australia in combination with the Australian Department of Foreign Affairs and Trade (DFAT) are proud to provide ongoing technical assistance to the Government of Vanuatu and to aid in the development of a Digital Transformation Masterplan and associated strategy.
This framework document takes into consideration the
current situation, requirements, priorities, national
strategies and policies of the Government of Vanuatu and
is based on a Whole-of-Government approach and
international best practices to build on the existing
Digital Government status in Vanuatu. The combination of
the framework with its partnering strategy is expected
to provide a documented view of the collaboration
undertaken to construct the framework and the structured
approach outlining how the strategic vision for Vanuatu
can be achieved.
Traditionally, digital
transformation programs have addressed problems in
isolation, designing tailored solutions for each
specific issue. At the architectural level, these
efforts have relied on monolithic systems, where all
components are integrated into a single system and not
easily reusable. The whole-of-government approach
connects system components across departments and
services both technically and financially creating a
more robust and interoperable architecture.
As an
alternative, this framework explores using a
microservices-based architecture, where independent,
modular components are constructed and can be integrated
and extended to build new capability. This approach
enhances reusability, reduces costs, simplifies
maintenance, and accelerates time to market. The Vanuatu
Digital Transformation Masterplan adopts this model to
move away from traditional siloed architecture and
expensive transformation programs.
